No, Hitler needed translators e.g. when he spoke with Chamberlain at Munich. He did know a few words of English--he once used the word "down"--but couldn't speak it. Foreign languages weren't his strong point; he didn't like taking french in school. Some of his subordinates, like Goering and Ribbentrop, knew much more English, especially Ribbentrop, whose english was said to be "impeccable."

No, and his knowledge of other countries outside Europe was actually pretty limited. One of his subordinates spent a month in the United States prior to our entry in to the war. Albert Speer, Hitler's Minister of Armaments and War Production, said the subordinate was treated like a foreign relations expert when he returned to Germany.

Hibee (the sarcastic old sod) is right.
Hitler stayed some months with relatives in Liverpool; he fact is proved by a census return. Apparently he outstayed his welcome, as one might expect. However, in a stay that long he was bound to have learned some English.
