I would think they want the Jets (new school / bad-boy players / loud-mouth media week) clashing against the Packers ( good guys / old school legacy / last minute wild card darlings).
But hey I'm a Steelers fan
they don't like dynasties or
a team that recently lost at the superbowl, now led by a inconsistent QB.

Best for the League: Jets-Bears. Two of the biggest television markets in the nation. I mean, New York is the largest city, and Chicago is 3rd. That would be a huge turnout.
Best game: Packers-Steelers. This would really be something, and this may create a large viewer turnout, although the cities are smaller.

Jets= Big city which = big revenue.
Packers= fan favorite which also= big revenue.
