No because Obama was basically forced to keep the Bush tax cuts. There is no way that obama would voluntarily cut the taxes of anyone who he classifies as being rich.

Peter G: The tax rates for the wealthiest Americans were well above 60% before 1960. They didn't leave then, why would they leave now when their highest rates would be 39%?
