My flat has been flooded from upstairs...?
My tenants have just advised me that the flat above has flooded my property after xmas and this is them just telling me, is it too late to claim on my insurance? There is a lot of damage that I cant afford to fix on my own. We cant get into the property upstairs and dont know who owns it.

Not too late to open claim with insurance although your policy may exclude this type of water damage. Isn't there a building manager? I would work through the building manager to gain access to the flat above and identify the problem. The nature of the problem will determine if there was negligence on the part of the flat owner above and whether the insurance policy will cover it. If the flat owner above was negligent then they may be responsible for repairs.

Your insurance should cover it - and don't forget that you are liable to provide alternative accommodation for your tenant if the property is uninhabitable.
If you can find the owners details (from the freeholder?) then you can attempt to sue them for for your uninsured losses (ie your insurance excess)
Your insurers will chase the upstairs tenant to recover the costs - if they are successful then your insurance premiums shouldn't be affected too badly.
