In the UK,
You join a political party who votes and decides who in the party will run as MPs and who will hold which position in government if they win including party leader. There is an MP's for each constituency and we vote for who will represent us in Parliament. If a party gets enough MP's so that they have half the members in the House of Commons then they have a majority and the Queen appoints the Prime Minister and the rest of the government (On his/her advice). If they don't have a Majority one of several things could happen: a coalition government between two parties like at the moment (the Queen the appoints who ever is chosen to lead the coalition) or she can appoint a PM with a minority government (one that has less than half and is likely to be beaten on votes in Parliament or dissolve parliament and call another election.
