Are there any Amateur Radio Traffic nets that accept traffic via the web?

I what to send a heath and welfare query to Cairo via a Ham Radio Traffic Net. Are there any that accept traffic via the web? If so, please provide a link.

Update:

Egypt was just an example.

I never said I was in the U.S.

    If you have a amateur radio license, you can install echolink software on your computer and search for any repeaters out of Cairo.

    Legally, you can not originate or receive health and welfare traffic between the U.S. and Egypt because there is no third-party agreement between the two countries . Echolink won't help until the internet is restored. There are so few hams in Egypt that no reliable nets could be established anyway. I am only aware of a few transmissions being received from Egypt.

    EDIT: Perhaps I misunderstood. You specifically asked about Cairo. Your question indicated you wanted to contact someone in Egypt through amateur radio. You did not identify the countries the messages would be relayed through. If you want specific information you should give the proper details in your question. I am aware that SOME hams have made contact from Egypt, as I acknowledged in my last sentence, but there are no reliable amateur radio NETS operational at this time servicing Egypt, internet or direct/relay on a routine basis. There are alternative comm links to inquire about if your concerned about someone in particular. Do you have more than a passing familiarity with ham radio?
