The communists used to send Russian 'Advisors' to countries within the empires of European nations, their purpose was to instruct in terrorism, ie Mau-Mau, and destroy European control so that the Communists could take over.

I personally do not believe that the Russians have changed that much after the so-called fall of the Soviet, many of the old-hands are still in high office, so maybe the Advisors still continue.
