Can I wear brown boots with black tights and i brown and cream stripe shirt?

I would go with some ivory colored tights or even mocha. I do not like the idea of the black tights with the light colored cream on the shirt. seems like it's gona look good , since brown and black fall in the same category of colors they will most certainly match , to add some bling, where some gold accessories . However the mirror is your best critic .

I don't see why not, but it depends on the shade of brown. Chocolate brown boots might be hard to style.

Too many colors, stay with either brown or black
