1990 Volvo 740gl Wagon?
My '90 Volvo 740 wagon has suddenly become hard to start after warming up. I can barely make it more than 5 miles from a cold start when the motor begins to hesitate and the RPM gauge goes crazy. I replaced the fuel injection relay last week but it did not improve. The car will not restart right away after reaching normal temperature. It only restarts after 1 hour of resting and cooled down. Is there something else I should be looking for ?

Fuel Pump needs replacement.
End of story.

I would suggest two things - fuel pump is possible however it would not cause the RPM gauge to go crazy. The crankshaft position sensor however will cause the car to act the way you have described AND will cause the RPM gauge issue
Check the power to the fuel pump. Also check the fuel pressure when the car runs AND when it won't crank. If there is no pressure or low pressure in any instance it is likely the fuel pump.
If the crankshaft position sensor (also called the engine speed sensor) is faulty it will cause the car to run intermittently. It is relatively easy to install a new one (much easier than a fuel pump - and I really don't think it's the fuel pump causing your trouble).

It isn't a common problem in the winter, but in that vintage the power stage (located near the battery, if memory serves well) can behave that way. If you clean under the power stage and remount it with fresh heat sink grease you can eliminate it as a suspect.
