Miami, for sure. It's not just the stadium, but it's the atmosphere and what you can do the week proceeding into the Super Bowl

1. Bad stadium still in need of a lot of improvement.
2. Transient population and a bad economy for the local dwellers.
3. What stadium?

6. P.R.? Really? If we lose a Super Bowl to an outside country (U.S. territory or not it isn't a U.S. State) it will be London or Toronto based on what the NFL wants
7. Travel logistics just aren't good enough and it's one of the reasons the NFL wanted to permanently move the Pro Bowl rather than the rotation they settled for. Not to mention a bad stadium.
You listed a ton of bad stadium cities currently trying to hold on to their teams and a couple without real stadiums trying to entice teams to move and based on what the NFL has moved towards with either a new stadium or a complete overhaul needed to move into the rotation I just don't see any of those being realistic options.

No more Superbowls for Miami, every year it's Miami or Tampa. Why continue to reward those tourist traps?
Los Angeles would make the most sense, that city is preparing to once again host an NFL franchise and the Coliseum would be a perfect location.

Vegas--no stadium.
San Juan--no stadium.
Honolulu--no Super Bowl caliber stadium
I really wish Chicago had built their stadium with enough seats to be viable for the Super Bowl. Would be a great host city.

it must be argued that the super Bowl could purely be performed at stadiums that domicile professional communities yet l. a.'s Memorial Coliseum could nonetheless qualify using fact USC performs its domicile video games there. i could like to be sure a city like Houston or St. Louis host a super Bowl and, if the league comes to a decision to hold yet another activity in a chilly-climate city, i think of Chicago or green Bay certainly merits one using fact they are domicile to 2 of the oldest franchises in league background.

WTF Hawaii and Puerto Rico? LOL they don't even got football teams neither does LA or Vegas so screw all of them.
Miami has hosted the most Superbowl's so I'll stick with them, plus they actually have NFL team.
