I would say that neither of them is more likely than the other. In fact both of them are not very likely (yes I do know that it was not an option). The question says 40% and 40% is NOT a majority because 60% do not buy anything else. So either the question has more to it than you said or you did not put down all the options or something like that.
But the best answer from the choices you gave would be that both of them are equally likely because a majority out of 20 would be something along the lines of an average and if a majority out of 20 buys something else, you can write it as x% out of 20 did it. For a hundred people at the same place, this would also apply and it would be written as x% out of 100.
You can also say x out of 20 people bought something else and multiply it by 5 to get:
5x people out of 100 bought something else.
