Nope.
No one wants to get their budgets cut and are playing the blame game. "because you do not do it my way it will fail and I will not support you".
The hard part is it will reduce jobs by the side effect, no way around that one. And no one whats to be blamed for supporting this. So we just keep getting deeper in the hole instead of at least starting to plug the money leak.
However the plan falls short of what will in the end fix the problem.
