Constitution and government question?

The constitution is basically a law that government must obey. "Congress shall make no law...," so there is always friction between power and law in constitutional states.

Does the constitution apply to the government or only to the government on the soil of the country? If only on the soil, how does that distinction appear as an argument?

    A "constitution" - whether it be for a country or a social club, is not a "law" (or a rule" so much as it is the BASIS for laws/rules. It governs specified (and sometimes inferred) activities of the group of people (citizens/club members) to one extent or another. It particularly governs the activities of the ruling body (government, board-of-directors). But it only applies to the members of that group, so - in the case of a country - it can affect rights/responsibilities of citizens no matter where they are. In the United States we tend to be a state governed by Laws not Power - no conflict, really.

    I sort of agree with joemoser on this but if there is a conflict Im sure we will see the real Power come out, or our now corrupt Supreme Court would change the laws to their favor or the President that nominated them, not for the good of the people as they should.
