Martial Law is for when things are chaotic and matters are too overwhelming for the government to be constrained by the constitution. This is for things like mass rioting or large scale natural disaster or something like that.
A government shut down is nothing like that. All it means is a lot of government employees will get an unexpected (and unpaid) holiday. We went through one of these 15 years ago. It's really no big deal (unless you're one of those people relying on federal government money/services).

No, they can not do so. The Military is prohibited from conducting law enforcement inside the domestic United States. The Government shut down back in 1995-96 and martial law wasn't declared by Clinton back then.

The US Govt cannot declare Martial Law on the States of the Union. The second amendment prohibits this unless the State wants too.

There is a very real chance martial law will be imposed if any kind of widespread unrest breaks out. Why do you think all those FEMA internment camps exist for?

It's MARTIAL law, not "MARSHALL" law. Dang people misspell that a lot.
And no they're not going to declare it over this.
