How much does customs or import duties cost when shipping item from England to USA?

Depends upon what is being imported, the materials that it's made of in some cases, and the country of origin of the goods. The country of origin isn't necessarily the country that the goods are shipped from. Here's a link to the US Harmonized Tariff Schedule: http://www.usitc.gov/tata/hts/
Duties are assessed at the national level and are paid by the recipient before the goods can be delivered. The recipient may also have to pay the relevant sales or use tax to their state. US Customs will collect those if the goods clear customs in the recipient's state. They will notify the recipients state of the shipment if the goods clear customs in a different state.
