I believe it is a means of trading or negotiating a way out of the predicament of polluters cleaning up after themselves. Economic incentives are provided in this cap and trade scheme to reduce the volume of pollutants. Under this plan , companies that exceed a certain amount of pollutants will need to buy permits. They can also sell to those that need them if there is an excess.
