Get or make some cheap food and go on a hike or picnic. Bonus points if you make the food together or go shopping together.

Take a lesson from a student club. There's ballroom/Latin dancing, writing, art, archery...something you'd both enjoy. Doing something new together builds intimacy.

Take advantage of your college's scene. Are there plays, movies, music performances? The tickets will be cheap, and the fun will last longer.

You don't have to do stupid, dumb conventional things to bring romance into your relationship! Just go for a walk somewhere neither of you have ever been before and have long conversations delving into each others' souls. That should solve things.

Or, have sex in kinky places. In the dorm elevators at night, in the classroom when there's no class time scheduled, etc. Sneak around, basically.

get a basket and make some sandwiches and cheap stuff like that and get a blanket. Show up at her dorm and have a picnic! That would be adorable!
