How do I obtain my birth certificate and social security card in the state of washington?
My mom passed away when I was 18 and my older siblings had gone through everything, organized it and put it in storage. Five years later here I am and I need my birth certificate and no one has it. My social security card got stolen (dont worry I already called all the credit companys and put a flag on it) i did exactly what I was told by police. My questions is, how do I get my social security card without a birth certificate? do I have to have my certificate to get my card? How do I get my birth certificate if I was born in a different state than which I reside? Thank you for your answers.

The Birth Certificate is easier to get and you often need it to get your Social Security Card.
Google the Bureau of Vital Statistics in the State in which you were born. There it will list the requirements (which will likely include a small fee) to get your birth certificate. With that, you should be able to get your social security card from the nearest Social Security Bureau. Social Security is managed federally, rather than by the States, so you can go to any Social Security office for that.
The system (which has been overhauled over the last decade or so) is designed so that it is a hassle to get these kinds of basic and secure identification documents, but it should always be doable for anyone who really is who they say they are. For someone to get these kinds of legitimate documents issued fraudulently requires a lot of different acts of fraud, which maximizes the chances of them getting caught and the penalties if they are. Identification you might need along the way includes school IDs, school transcripts, bills with your name and address, a library card, a credit card, etc.
If you have a driver's license or passport, that should be all you need. Those are the most secure identification documents in the US and generally little else is required to prove identity if you have those.

The Centers for Disease Control has a website that explains where to write for your birth certificate. Of course, you must write to the state or locality where you were born, not where you live now.
