Which Camera would you recommend for a rookie?
Thinking about the Canon rebel xs or the Nikon 3100 I like both I was thinking about Canon - but some reviews say the canon isn't as good in low light
Any feedback would be great

The Xs does fine in low light. I shoot Canon, but in this case the Nikon is much newer and has extras like video that the Xs does not have.

I use canon exclusively film and digitel and find no faults with them to speak of. cameras may have some difficulty focussing in low light but this can also be caused by the quality of the lens and what your trying to focus on. as for picture quality in low light , get a strobo frame and an ex series flash unit

You're not understanding something. Low light photography is tricky at best. To do low light with any dslr you'll have to learn either time exposure or buy a lens that meets the need.
