Tosh.0 and the maggot video, I need a scientific answer on how this would occur?

I was tricked into watching this video on Daniel Tosh twitter page of the man with maggots in his penis, a living man.

I need a scientific explanation on how this would occur, and possibly a psychological explanation on how anyone would let this occur. Thank you.

    Maggots have a history in medical treatment as they eat dead flesh but leave alive cells intact, meaning that if you apply maggots to a wound they will clean it before infection can occur. I havent seen the video but I assume this is what was happening, and is the medical reasoning for it anyways
