is there a free program where one computer can control the internet of others in one network?
im pretty sure teachers at school that have computers in the room have some type of program like that. is there a free one for personal use? and could it see the screens of all the others too, like a teachers one? if not, what are some of them and how much do they cost?

VNC client and server programs are what you are looking for.
There are many programs that use VNC protocols, there are several that are free and several that cost money.
FYI all computer you need to control need to have the VNC server program on them installed correctly, for the computer controlling them its a VNC client program.
