I am buying this crappie Dell Pc so I can use it to download stuff, its cheap and does the trick. It’s a classic VGA out put, however I want it to ideally be on the 3RD channel, so if I bought a VGA a HDMI cable, and plugged it from my pc to my monitor would it work? Don’t expect it to be in HD just want a picture.

any advice would be great!

That will NEVER work.
That HDMI-to-VGA cable you linked to is intended for video cards that have a specially-built HDMI port capable of sending out a VGA signal. You CANNOT use it in reverse to connect a VGA source to an HDMI display.
Your Dell GX270's VGA port can only send out an ANALOG video signal. The HDMI port on a monitor or HDTV can only receive a DIGITAL video signal. Analog is NOT compatible with Digital, no matter what cable you try to use.
If you attempt to use that cable, you will get NO image.
The only monitors you can connect a computer that only hasa a VGA port are those monitors also equipped with a VGA input.
