Algebra 1 help please?

It asks "is y + 2x^2 = -2 a quadratic function?" and the answers are "B.) yes because in its standard form its y = -2x^2 - 2" and "C.) No because its not in its standard mode"

    My answer is yes.

    Is it a quadratic function in standard form... no.

    So, I want to say B.

    I don't choose C, because I learned you can have a quadratic function / equation without it being in standard form.

    Maybe convention has changed, but that is how I was taught.

    the answer is C because if it is B then you are going to simplification not to the answer
