Will this short cause a fire?

I have an inverted installed in my truck and the wiring runs through the firewall. There is a thermal breaker in-line half a foot from the battery. If the wire insulation wears and the copper wire contacts the firewall, will it arc and cause a fire or will the breaker protect from that?

Update:

My concern is that the thermal breaker takes a second or more to trip, plenty of time to cause an arc and light up the fluffy fiber insulation under the floor. Would a short even cause enough current to trip the 100 amp breaker?

I wouldn't worry about it. If you are install a fuse before the breaker for double protection.

Your breaker should take care of it
