"Bubbles" on Car body?

I have a 2001 Honda Accord EXL-V6. There are little "bubbles" forming on the body near the door jam. I am not a technical person so I don't exactly know what to call it. If any1 knows what Im talking about do you know how to fix it? thanks

    It's called rust and it spreads like cancer.

    And to the other guy: over heating doesn't cause ANYTHING to happen at the door jamb.

    overheating causes bubbles.
