"What is 99 inches of static pressure" STOP there!

    99 inches of what?

pressure/vacuum can be defined in terms of height

BUT ONLY IF that height is given IN a NAMED fluid.

like 99" of WATER or 99" of Hg - but to say 99" of static pressure - makes no sense by itself.
