    Edit: let c be hypotenuse then base is c-1 is base and if h is altitude then 2h+3 = c so h = (c-3)/2.

    Since, by Pythagoras base^2 + altitude^2 = hypotenuse^2, you have to solve (c-1)^2 + (c-3)^2 / 4 = c^2. So solve it and find that c=13.
