Should teens get tattoos :0?

It really depends on the teen in question. Some might be mature and level-headed enough to make a decision like that at 16,whereas others might not be ready to make that choice until later. The best thing would probably be for the parent to decide if the teen is making a good choice or not. Unlike piercings,tattoos are permanent.

I believe anyone under 18 should need parental permission to get a tattoo. Why? They are minors.

Anyone over 18 should get all the tattoos they want, which for me is none.

I think not before their later teens, at least. Teens (not being judgemental here) think they'll live forever. But they won't, of course. Some day they'll be older and may regret what they had done.
