Within that budget,consider following cards.
Geforce 9500GT for Rs.2800.
Radeon HD 4670 for Rs.3800.it is 50% faster than 9500GT.
Radeon HD 5570 for RS.4200.it is equivalent to HD 4670 in terms of performance but support Directx11 and consume less power.
if you can add little more then I recommend Radeon HD 5670 for Rs.4800.it is much better than either of these cards and cost little more.can handle games on resolutions like 1440x900 and 1680x1050 on HIGH settings.

A good option for you would be a 1GB Radeon 5670, it's fairly fast, it's not too expensive and you won't get a CPU bottleneck with it like you would with a high end card.
