What is the error when Responsibility is given without authority?

this is called the empowerment which means to give the employees the responsibility to take decision without punishing them, to encourage them to take decisions about their job. but unfortunately, many managers are afraid of that and they use their authorities to dominate their employees and to take the decisions.

So, there is no error in having responsibilities without authorities.

the opposite call is said by the managers to not having independent employee who is able to manage his/her job without their acceptance, maybe they will represent a threat for them to lose their positions if many good employees appear by using the empowerment
