What does the Chicago mantra of "Vote early, and vote often" mean?

Can someone explain that? And why did Obama pick Chicago as the place to launch his political career?

Was ACORN founded in Chicago?

    It means vote illegally by voting before voting begins and casting multiple ballots when you do so. That's how Democrats win elections.

    Obama picked Chicago because his mentor, Frank Marshall Davis had connections in the Chicago political machine and hooked him up with all the right people to climb the ranks to real power real fast. Vote early and vote often has been a joke about electoral fraud for a long time. But it is said only half jokingly because everyone knows it really happens. It was used a lot in 1960, but existed before then. It may have sprung from Tamany Hall in New York City in the 1800's. But Chicago has long had a reputation for political corruption, corrupt union bosses and organized crime. Where else would an ambitious young man go to gain political power?

    It's not what you know, it's who you know.

    .... It's not a Chicago mantra. The saying is a joke, said tongue-in-cheek. The phrase had its origins in the United States in the mid-19th century, and had an early appearance in Britain when a newspaper re-printed correspondence from an American solicitor.

    Obama happened to live in Chicago, probably because he likes it. Personal preference.

    It is a joke refering to election fraud- and Chicago was infamous for that before Acorn.

    there was the other joke A guy in Chicago is in a bar and depressed- the bartender asked what's the problem?

    My granddad came back to life to vote and didn't even say hi.

    edit I think Obama moved to chicago to start his politcal carrer becuse he felt he might have a strong and currupt poltical machine behind him.

    Vote early and vote often is a generally tongue-in-cheek phrase used in relation to elections and the voting process. Though rarely considered a serious suggestion, the phrase theoretically encourages corrupt electoral activity, but is used mostly to suggest the occurrence of such corruption. It is obvious why 0bama chose Chicago as his base: corruption runs deep within a democratic candidate.

    BONUS: acorn was founded in Arkansas
