Why didn't Obama tell Congress he was attacking Libya?
Typically before any military action, the US President informs the Speaker of the US House, the President Pro Tempore of the US Senate and the leadership of the Republicans and Democrats in both the House and Senate. This time around, the Speaker and other Republicans as well as many Democrats in both the House and Senate are upset that Obama didn't inform Congress let alone consult them. They found out about US military action in Libya the same way the rest of America did.....they saw it on the news.
Also back about 2005-06, then- US Senator, now US Vice President Joe Biden said that any US President who commits to military action without Congressional approval should be impeached. He probably has a different opinion now.
@rkbtoo So the UN orders the US President around and thus the US Military? That's odd. I don't recall anywhere in the US Constitution that says that the President can delegate his position as Commander-in-Chief to the United Nations or any other international organization.

He was too busy going on a junket to South America to check on the investments of his puppet master (George Soros). He basically submitted our military to the whims of the UN.

Obama doesn't believe in the law or the constitution.
He ignores both in his quest. Soros tells him what to do.
Why else would he ask Congress to give Libya millions for their military and then turn around and attack them with our military. Makes no sense unless you realize who's pulling the strings.
Similarly, he gave billions to a socialist terrorist in Brazil to drill for oil in our gulf while banning drilling by American companies.
Guess who's heavily invested in the Brazilian oil deal. Soros again. Curious, eh?

Obama doesn't know what he is doing from one day to the next. When troubles in the world happen, he goes into hiding.

he didnt have to tell them he was acting on a mandate from the UN to enforce the no fly zone order and besides that he has 90 days to get congressional approval

Because the president shouldn't go to Congress to go after murdering terrorist dicators who killed 140 Americans over the skies of Lockerbie, Scotland. It's called being a man, and not being a sissy bedwetting conservative who loves Mommar "Colonel Teabagger" Gadaffi.
