what are the laws on dog barking?
i have old neighbors who moan about everything,i have 5 pomeranians who are in the house most of the day but do bark a couple of times when they hear him come out because they can not see him.
I am very respectfull of everything and i know my dogs are not nuisance barkers but he wont leave me alone and is causing me so much stress that i dare not let my dogs out,what can i do as i dont think they are doing anything wrong.
May i say that they only bark for a few seconds and they are in bed for 9.30 no noise through he night.They bark because people walk past with their dogs but they come in after a few mins .

Call your city hall and ask.
But generally speaking, barking falls legally under excessive noise ordinances and is controlled at certain times of day, often 9 PM to 7AM or something similar.
Don't be afraid to let your dogs out. Just pay attention to whether they are barking a great deal. If they're barking for more than a few minutes at a time, then either train them to limit the barking or bring them back inside.
You may also want to talk to your neighbors. Let them know that you are concerned with disturbing them and ask if there are certain times of day it's most important to them to have quiet, if they've ever heard any excessive barking, etc. Most neighbors will work with you if they know you are sensitive to the issue.

Call the local police department and ask them who can tell you the ordinance on barking dogs and what the laws are. Explain the situation just the way you did above. Just let them know that you are trying to ensure that you are abiding by the law.
If the doggies go outside of a fenced area, make sure they are all on leashes, and possibly only take them out 2 or 3 at a time. If they leave feces on the ground, make sure that you pick it up (with a garbage bag) and dispose of it where it doesn't smell up the area. This way your neighbor can't turn you in for any of that.

Most communities are fully aware that dogs do bark and make certain allowances for that.
They, instead, go after dogs that are nuisance barkers and dogs that are left out all night. Very few places will target a dog that barks at the occasional person passing by it's yard. To do so would be to hold themselves up to ridicule.

Dogs bark. boo hoo. The dogs are on ur property right? as long as u dnt let them bark for hrs or at night when most of the world is sleeping.
