Dual Insignia televisions. How to turn one tv off without turning both off?

I run a home business that requires a television to monitor outdoor IRL cameras from around the house and then one is just for general TV use. They sit in a cabinet one on the top shelf and one on the bottom. I don't know how to turn off one without turning them both off at the same time or turning the volume on both of them at the same time.

Does anyone know how to program each remote to each TV without mixing the signals? They are identical televisions. I've tinkered with the idea of puting electrical tape over the eye of the tv that projects the camera views but there has to be a better way.

Help please.

    It's a fixed frequency. Stick with the electrical tape.
