Can used oil be made safe for the environment?

I just met an "Engineer" who claims that used engine oil can be made non-toxic to the environment by reprocessing; I believe this is impossible due to the content of used oil. Where can I find proof either way?

    If we are referring to the used cooking oil we can recycle it . A research shows that several used of cooking oil can cause cancer . Some housewives that I know just throw used cooking oil anywhere . I Think if the government will initiate to collect used cooking oil and used this in making bar soap we can help our environment .

    Used oil contains a lot of heavy metals,such as lead and cadmium,which are harmful for human,animal and plants, and they have serious poison.
