Where the bomb squad was based really doesn't tell you if he was from there.
You may have a lot of work to do with so little information. You can start at www.va.gov and look under Veteran Services for the grave locator. You will find one Jesse Kennedy that served in WWII. Then go to www.findagrave.com and search on Jesse Kennedy. You will find this same Jesse Kennedy listed and several other possibilities. You might try Edgar Kennedy, too. Check the listing for any possible person. Sometimes the listing will include their military service.
The suggestion of using the SSDI is good. You can find free searches of the SSDI on several websites.
I would check the national archives here: http://www.archives.gov./research/
The AAD under "Search Online is a good source for WWII records. There are two Jesse E. Kennedy's and one Jesse Kennedy listed. One joined in 1941 and one joined in 1945. This site has some guides to researching military records.
Three other places to check are Ancestry.com, Rootsweb.com, and Genealogy.com. All three have family trees and message boards. You might find him in a family tree or message board. If not, leave a message on the boards. Ancestry and Rootsweb often have duplicates; most genealogy sites are owned by the LDS church.

Is your friend sure that he was from Houston or do they just think that because the air squad was based there? As far as I know the 466th were actually never based in Texas at all. Maybe I'm thinking of a different unit but I also looked it up and it said they were in NM, KS, and a few other states but not TX.
Try the Social Security Death Index, if he is deceased you may be able to find more about where he is from. Also maybe obituary records? If he is still alive, I'm not sure how to find him sorry. There may be some sort of group related to his air force unit that you could contact?
edit- this person has a website about their father who served in the 466th in same time period. Check the acknowledgments and resources sections- maybe you could contact one of those people/organizations listed or the person who runs this site. Perhaps someone remembers your friends father and knows more about him?
