different stores will charge different rates but make sure you're going to a reputable artist and ask there. I don't want to end up giving you an estimate thats totally off...so yeah you cant go wrong with asking

Depends on how big and detailed the letters are going to be. If they are going to be larger then 3 inches then you may end up getting charged per letter.
Have a look at tattoo shops in your area and see if some one can give you an estimate.
