I've never heard anyone say that "atheists will go to hell to be tortured by the devil". Hell was orignally created for the devil and his angels. But those who have not served the Lord, and who's names are not written in the book of life will go there also. I do not read anywhere in the Word of God that they will be tormented by the devil, only that he will be there as well. Revelation 20:15 And whosoever was not found written in the book of life was cast into the lake of fire. Revelation 21:8 But the fearful, and unbelieving, and the abominable, and murderers, and whoremongers, and sorcerers, and idolaters, and all liars, shall have their part in the lake which burneth with fire and brimstone: which is the second death. Revelation 20:10 And the devil that deceived them was cast into the lake of fire and brimstone, where the beast and the false prophet are, and shall be tormented day and night for ever and ever. These both were cast alive into a lake of fire burning with brimstone.
