Should I be able to run World of Warcraft on Max settings with this setup?
Heres my specs:

Processor: AMD Athlon II 640 Quad-core 3.0ghz
Video Card: ATI Radeon HD 4200
Ram: 5gb ddr3
Operating system: Windows 7 x64bit

I can run most newer games on decent settings but for some reason I can only play WoW with mostly max settings with water at medium, Shadows on Low, 8x anti-anisotropic, and x1 multi-sampling. also on 1360x768 on my 32" LCD tv if that has anything to do with it...
actually after i posted the question i noticed that i could change my refresh rate from 60 to 70, which helped a lot, went from 10-20 on mostly ultra settings to 30+fps but i still have shadows on low, but anisotropic on 8x now. thats good enough for me i guess, though the answer below did help
do you think i should switch to my 19" lcd tv? it has 1440 x 900 as the recommended resolution though

Isn't HD 4200 series an integrated video processor? If so..i don't think you could run WoW on highest settings. However if you got some money, you can spend around 100 dollars on a decent video card for WoW. If you do, these forums would help a lot :

Edit: Hmm..as far as I know, refresh rate does not affect the fps of a game. It is the limit of what your monitor can render. But as long as it worked out fine, doesn't matter.
