Call the police and have a theft report made. Unless you saw him actually take it, it would be a difficult case to prove. The reason being is that proving and knowing the loser took it are two very different things. You really need an eyewitness but still make the report.

And kick his punk @ss to the curb, permanently.

You need to make a police report. If they investigate and find it was him then he will be arrested and charged for theft and will have to pay you back through the court system. However, before doing that you might wanna ask him if he took it and warn him that you are going to take legal action if he does not confess or give it back to you.
