Yes, it can because you are manually editing the memory. RAM is does not hold it's information after shutting down, so a simple restart would fix corrupted memory.
There is the possibility that if you mess the program so it starts writing the wrong things to your hard drive, or writing to the wrong place you could damage your system. This is very unlikely.
In general it is fine. Just restrict yourself to programs like games and don't try to mess with important ones like Windows Explorer.

Well, if you change the wrong numbers it is POSSIBLE, but very unlikely. Even if it does happen, just reboot the computer and everything will be fixed.
