i got a 14g lip ring when i needed a 16g and i have the packaging and receipt but will they let me return it or is it like one of the no return items because its considered a personal thing

Clean it off throughly with rubbing alcohol before bringing it to the store, put it in its original packaging and see what they say. Whether they take it back or not, you should at least make sure it is completely sanitized.

If you have already worn it, then probably not. If it's still in it's packaging and hasn't been opened, they might take it back.
