1989 chevy c1500 EGR solenoid vacuum loss to EGR ,while increasing rpm vacuum rises to 10-15 suddeny drops?

good vacuum to solenoid,with a vacuum gage hooked to the hose at the egr at idle no vacuum coming from solenoid,as rpm is increased vacuum jumps to 10-15 lbs then immediatelty drops to 0 untill the engine

is returned to idle and reved up only to repeat the vacuum drop.

soleniod or ecm?

    it sounds ok are you sure the vacuum tube is not leaking
