Windows security center virus, how to kill it?

My idiot parents have done something stupid and got the windows security center virus onto their PC.

Cant run any anti viruses or browsers. They have Windows XP, which I know nothing about, so I got no idea what to do.

I know its a virus masquerading as anti-virus to steal idiot's money when they register it. All the guides to get rid of it Ive seen just say Safe mode > install spyboy or mbam or whater > kill virus.

Already have those installed from last time they did this, cant run any of them.

Had a look in the processes, lots of stuff Ive never heard of...since its XP. One called hic.exe turns the security center off...at least gets rid of the icon and the program's windows, but trying to run any anti viruses it comes back on.

Any ideas?

Update:

Chris G....you havnt read my post at all, I cant do any of that because it wont go online, wont download things and wont run executables.

    are you sure about the name

    the fix is name specific, but i think you have the below bug

    you fix this one in safe mode

    follow these instructions exactly

    this will give you the repair for free

    go slow, its not hard to do this

    when you finish

    check your lan settings - here is how:

    open Internet Explorer, go to tools, internet options, connections, LAN settings and make sure use proxy server is UNCHECKED, save and exit

    Ok this is what you do go to the start botton

    Then go to setting Control panel

    double click administrative tools icon

    Next open service shortcut

    Inside services you will see a lot of stuff

    Scroll down and look for Security center

    Right click it and go to Properties

    now go to the start up type and click Disable

    now that service has been disabled now go to where it says services status and click stop

    click apply

    and ok

    then go onto the internet and download malwarebytes bec the virus is just stopped onto your computer and then run a full scan and it should be gone when it detects it good luck

    Download, install, update and do a full scan with either SUPERAntiSpyware or MalwareBytes Anti-Malware (or both, even -- but one at a time), and let them remove whatever they find.  You'll most likely need to do this in Safe Mode, and you may need to download them on another computer if your internet access is compromised.

    Also, search for this p-articular virus at the same site.

     

    Once it's cleaned up, install a good hosts file to help block unwanted popups, parasites, adware and spyware.  You can read about, download and install an excellent one from http://www.mvps.org/winhelp2002/hosts.htm   This hosts file blocks hundreds of known malicious URLs.  I've been using one from this website for several years now and rarely get popups and annoying ads.  Revisit the page every couple of months as it is updated from time to time with new sites.

    Also, make sure they never use an administrator account for day-to-day use.  Always use a Standard or Limited account.  This will limit the amount of damage these things can do, and prevent them from installing by themselves.

    Try to reprogram that computer. WIN XP really sucks, use WIN7
