UIUC or UT Austin for Civil Engineering?

UIUC or UT Austin for Civil Engineering?
I am an Indian student looking to pursue Civil Engineering giving primary importance to Construction Engineering which is in fact related to my family business. 
The US NEWS rankings are as follows:
UIUC: 1 for Civil and 47 Overall
UT Austin: 4 for Civil and 45 Overall
I know one would think UIUC is better ranked but keeping in mind how cold it is, UT Austin might just be a better choice. Moreover UT is a bigger university and has better weather.
Austin is definitely a better city to live in. But then again, UIUC isn't ranked #1 for nothing.
Its all too confusing. Any help would be highly appreciated.

Where you go to college doesn't matter nearly as much as your major, and your GPA. Which program do you think you can succeed better at? I would think the smaller University. But, that's just me. Some people thrive in large universities. Good choice in major... the modern world thrives by how many Engineers it produces.

There are some universities which grant their masters in english. For representation: corporation of stuttgart: they have their masters in english and are fairly huge-unfold in that section. the section additionally hosts a great style of telecommunication and engineering companies.
