Smoke coming from steering wheel?

I just drove my car literally 30minutes ago and I was about to leave again. I tried to crank up my car but it wouldn't turn over. I took my key out the ignition and then my car made the turning noise (without my key being in it). Then it started to smoke like a little bit from the steering wheel. My radio still work so its not my battery. Any suggestions? Is it a shortage of something under my steering wheel & if so how much do you think that will cost?

Update:

Its a 98 Pontiac Grand Am Se

Update 2:

I think maybe my turning signal thing fuse blown or wire burned or something because when I turn my key to the right my signals wont work.
