The United States signed the Protocol on November 12, 1998.

    The countries that signed on to the Kyoto Protocol have found it to be a huge waste of money and have experienced job loss and no decrease in C02 emissions. So, yes its nonsense. That is one thing Bush got right.

    It wasn't ratified.

    Yes since no country with economic and industrial strength wants to follow it.
