We can't land on the moon now for the same reason Ford can't build a Model-T.... The tooling for the machines needed has been altered or destroyed; but, that's not to say that we can't begin ramping up for a new set of landings (and perhaps a permanent base).

If all the American people got behind the program, we could re-start the lunar landings... but, you have to convince the people - and Congress - as they're the ones controlling NASA's budget. Until that happens - we're stuck without a space program.... the worst mistake possible.

Yes we did, several times. The only reason we don't now is because it is really really expensive. Short sighted politicians don't understand that gifted minds need challenging problems to deveolop wonderful new technologies and applications of existing technologies in order to get the creative juices flowing.
