Nba draftees who don't hire an agent?

What happens if an underclassmen goes into the draft but does not hire an agent then returns to school? does the nba team who drafted him still have the rights to them? if they don't do the get compensated for the wasted pick?

    There's a deadline a few weeks before the draft where players have to decide if they will keep their names in the draft pool, or remove their names and return to school, thus retaining their NCAA eligibility. If a player player decided for some reason after he was drafted that he didn't want to join the NBA, then he could not go back and play college basketball, though of course he could return to school as a normal student. If that were to happen then the team that drafted the player would retain the rights to him for three years before his name went back into the draft pool, but the would receive no other compensation.

    The team has the rights to him...kinda like when the wolves drafted ricky rubio and he went back to spain, now if he ever comes to the NBA minny has him
