Is there a legal right for a Church /synagog to have their views posted like everyone elses at equal cost?
I recently requested Equal space at Equal cost ( free) to place a Spiritual editorial in a small newspaper having plenty of space and was denied even a review of my materiel. The Papers office manager advised that they simply were not looking for new materiel on"religion" at this time. The newspaper has 2 current Christian Fundementalist views from the 7th day Adventist and another Generic "Church of God". I have appealed twice and have twice been denied even a review of my materiel.

The newspaper is privately owned, so they can do whatever they want in this situation. All you can do is cancel your subscription and/or organize a boycott.
